GSE assisted in preparing and submitting an application for air pollution construction, operation permits, and testing. This was an electronic application submitted to the Florida Department of Environmental Protection (FDEP) Central District Office.

GSE's project can be broken down into the following:

  • A Trial Burn Period which consisted of:
    • A Startup, Shutdown, Operation and Malfunction Plan (SSO&M) for the cyclone wood burner.
    • Attendance of the initial burn to work with onsite staff to implement the SSO&M plan.
    • Conduction of a visible emission test. 
    • Submission of the results to the FDEP.
  • An Air Construction Permit Application: 
    • Preparation of an electronic application (EPSAP) for an air pollution construction permit to change the opacity limit requirements currently listed in the permit, using client provided information.
    • Submission of the finalized application to the agency, with the signature and seal of a Florida Professional Engineer (P.E.).
    • Response to requests for additional information from the agency and interaction with the client on such responses.
    • Review of the final draft copy of the construction permit and public notice.
    • Publication of the public notice and submission of a notarized affidavit to the FDEP.
  • A Particulate Emission Test which consisted of: 
    • Specification of the test port on the exhaust stack.
    • Scheduling and conducting 3,1-hour test runs using US EPA Methods 1-5 and 9 on the exhaust stack.
    • Preparation and submittal of a final report to the FDEP. 
  • An Air Operation Permit Application: 
    • Preparation of an electronic application (EPSAP) for a 5-year air pollution operation permit.
    • Finalization and submission of the application to the agency with the signature and seal of a Florida Professional Engineer (P.E.).
    • Response to requests for additional information from the agency and interaction with the client on such responses.
  • A Recording Keeping Spreadsheet:
    • As required by Specific Condition A16 of the draft air permit, GSE prepared an Excel spreadsheet for GI Shavings to comply with the daily record keeping requirements.
